Inhibitive Sub with FX

I have a square wave intensity effect on a sub, and another sub that inhibits some of those channels, but no matter what I do I can't get the inhibitor to override the effect sub. I've tried changing the effect back and forth between additive & assertive, and right now it is a priority 60 and my inhibitor is a priority 59, but nothing makes a difference. Any suggestions?
