Multiple Cue Stacks As LTP

Can multiple cue stacks not work in LTP fashion? For example, I have six VL5's doing a curtain wash. In cuestack one they are blue in cuestack two they are red. I go Cuestack One and get blue lights. I go Cuestack Two then get red lights. If I go again on Cuestack Two I get no effect. Nothing changes until i release Cuestack Two. This is not how I expect multiple cue stacks to work. Please tell me if I am missing something obvious.

The only thingS I can think of:
Check the priorities of the cue lists.
Be sure they have the same priority.

LTP does NOT see a change if values are tracked.

IE: cue 2 on a list is hard values, and cue 3 is all tracked values.
If you ran a cue 2, then ran a cue on a different stack, running cue 3 would not do anything.

I guess this behavior is debatable,
I know in my mind, it is correct.
If a cue doesn't have hard values for an attribute, it shouldn't do anything.
Otherwise, it'd be writing like block cues everywhere.
And you end up with a preset Desk.
