Fading out an effect

I have a cue with all my moving lights pointing at the audience. They are doing a horizontal figure of 8 effect. The next cue I fade them out and move them to their "home" position in 15 seconds and this cue also has a position time of 15/6. I would expect them to fade out and then move to the home position.
Instead to move in zero seconds and then start fading out.
I thought the problem was the effect fade out time. That was still at 0 seconds. So I changed that to a very long time... but that didn't help. What am I doing wrong?

Is it a bug? Is it a feature? It is Palette OS!

I've just tried this in the sample show file attached. I'm not sure what is wrong. BTW - I'm running 10.3.25 (beta). You're 10.3.20 should load it. Not sure about 10.3.1
