I have your answer. In cue 42, the lights that are coming "on" in the new position are using an effect to get their intensity level. The easiest thing to do is:
1) type the fixture number and enter: 1 [Enter]
2) look at the information panel on the bottom right

That will tell you if the fixture is available, or when it is next/last used.
