You're right. MORE> does not work. BZ226 Write a cue or goto a cue that has the fixture open and on with some sort of shutter where if you change the shutter (or whatever) you can see what you're doing. Did you want nothing to track into cue 30? I don't think we can do that. You'd have to be in BLIND and do a 1/5@50 Rem Dim. If you ignore the tracked values in 30 - I do see the correct behaviour. It will read the library in d:\Horizon first, then any *.spl files in the local directory to the show file. So, yes, copy it and keep it with your show file. It will read the local one.

If you are not using palettes for your scrollers then you best bet is to investigate the tool called FIXTURE OFFSET. It works a trick.

Major overhauls to Effects in 10.8.2 due out next week with a little luck.
(No - not all requests for effects have been implemented, but good work done on intensity effects)
